Working from home means that you can really concentrate on the work that you’re passionate about. It offers greater freedom and flexibility, but it can also have its drawbacks in that it’s easier to be affected by distractions you just don’t have in an office.
Chris works as a dedicated IR35 Advisor on PayStream's IR35 Project, the aim of which is to assist agencies and contractors in determining their IR35 status in light of upcoming legislation changes in April 2020. When not completing IR35 reviews or assisting with portal or project work he continues to assist with compliance queries, working in a Compliance Officer capacity and supporting the team on the compliance inbox. We wanted to find out a little more about Chris and his PayStream journey.
Earlier this month the draft legislation for off-payroll working in the private sector was released and confirmed that it will be introduced from April 2020. There were no surprises in the draft legislation but there were some enhancements which we assume have come from the public sector roll out. In June, PayStream were awarded yet another accolade and were presented with the Best Accountancy Firm 2019 prize at the annual Recruitment International Awards ceremony in London. An additional security measure to help prevent millions of pounds worth of fraud has unfortunately been postponed until 2020 due to a delay in the banking systems. The Confirmation of Payee was due to be introduced by July 19 to help protect customers from payments scams involving authorised push payments (APP’s).
The rules introduced in April 2017 are being extended to the private sector. The responsibility for operating IR35 is shifting from the individual contractor to medium or large-sized clients and third sectors (such as charities) from April 2020. Developments in the April 2020 legislation, such as the client led status disagreement process, are also being applied to the public sector. Government has accepted that CEST is not fit for purpose and has committed to improving it ahead of April 2020. But, considering the industry’s need to start preparing for the changes urgently, how long will we have to wait for the latest version of CEST?
