Travel & Subsistence expense rules for agency and umbrella workers have changed. T&S will be restricted unless workers can prove they are not under SDC of either the client, agency or PayStream in the way they carry out work. HMRC will now assume that all agency and umbrella workers are subject to SDC unless the agency or umbrella company has gathered evidence to prove otherwise.

Following on from their YES2T&S campaign PRISM have called for a strategic review of the legislation affecting contractors which was tabled as an amendment to the Finance Bill by the SNP and its Treasury spokesman Roger Mullin following meetings with PRISM.
